Summary of Changes to APSA Benefits

September 12, 2026

General Wage Increases and Retroactive Pay

51ÁÔÆæÈë¿Úupdates salary rates and processes retroactive pay together for each pay group when it is that pay group's turn to be processed. This is done to ensure payroll accuracy.

Because 51ÁÔÆæÈë¿Úhas six separate employee pay groups, each with its own collective bargaining or approval process, salary increases and retroactive payments are implemented one pay group at a time, in the order that their collective agreements are ratified and approved.

Processing each pay group is a complex undertaking that includes updating salary rates, calculating retroactive pay, validating the results, and preparing the payments. This process typically takes approximately two to three months for each pay group. As a result, employees in pay groups processed later in the sequence may receive their salary increases and retroactive payments more than two to three months after their own agreement has been ratified.

Please refer to the applicable ratification memo(s) for information about the effective dates of the changes.

Enhanced Benefits

Although the enhanced benefit provisions are effective as of the dates outlined in the applicable ratification memo(s), there may be a delay before you can access and submit claims for the enhanced coverage through Pacific Blue Cross while they update their systems.

Depending on when your claim was submitted, you may need to submit a second claim after Pacific Blue Cross has updated its systems. This will allow you to access any remaining amount available under the enhanced benefit.

We will proactively share the timeline for the Pacific Blue Cross system updates once it has been confirmed.

Professional Development (PD) Improvements
