51ÁÔÆæÈë¿Úand APSA Finalize 2025-2029 Monetary Agreement

September 10, 2026

We are pleased to share that the University and the Administrative and Professional Staff Association (APSA) have finalized a new Monetary Agreement based on the Balanced Measures Mandate covering the period of July 1, 2025 until June 30, 2029.

Details about the implementation timeline, including the timing of retroactive pay, can be found on the People Strategies website.

The agreement was finalized following a successful ratification vote by APSA members and approval by the 51ÁÔÆæÈë¿ÚBoard of Governors.

During the negotiation period, the parties reached impasse, which required support from an independent arbitrator.

Before going through a formal impasse resolution process, the parties agreed to use the arbitrator as a mediator. An agreement was reached through mediation which ultimately provided the best deal for APSA members and the University.

The University wishes to thank the APSA negotiation team for engaging in the mediation process. The university also wishes to thank the Arbitrator Matacheskie for her support in bringing negotiations to a timely conclusion.

51ÁÔÆæÈë¿Úand APSA continue the process of renegotiating the Basic Agreement. On September 8, the parties shared their respective proposals as part of a non-binding mediation process. Mediation is a constructive step in the negotiation process, and we look forward to receiving the Mediator’s recommendations.

51ÁÔÆæÈë¿Úhas now finalized agreements based on the Balanced Measures Mandate with three of the five employee groups: APSA, CUPE Local 3338 and Poly Party. Collective bargaining continues with the 51ÁÔÆæÈë¿ÚFaculty Association and the Teaching Support Staff Union
