APSA
Update on APSA Basic Agreement
This message was sent on behalf of Yabome Gilpin-Jackson, vice-president, people, equity, inclusion to all APSA members on November 2.
We recognize that many APSA members have had questions about the university鈥檚 notice to renegotiate the APSA Basic Agreement. We are writing today to update members that 51猎奇入口has offered APSA leadership a one-year extension of the current Basic Agreement terms, while pursuing work informed by the mediator's recommendations in relationship enhancement and alternative dispute resolution.
The University recognizes that this process has created uncertainty for many APSA members and we appreciate the professionalism, patience and continued commitment that members have demonstrated throughout this process.
APSA members are highly valued members of our community, and your expertise, professionalism and commitment are critical to the university's success. Seeking to renegotiate the Basic Agreement is not a reflection on APSA members, but on the relationship and the agreement that governs work between the university and APSA leadership.
The University and APSA remain significantly apart on a number of fundamental structural issues, including governance, dispute resolution, consultation processes and management authority. However, we recognize that APSA and APSA members want stability, certainty, and an opportunity for the relationship to improve.
The mediator's recommendations, member feedback, and further consideration by the Board highlighted an opportunity to continue under the current Basic Agreement while creating dedicated time and structure to strengthen the relationship and address longstanding concerns. A one-year extension of the current Basic Agreement, combined with relationship enhancement and alternative dispute resolution initiatives, represents an effort to balance differing perspectives while creating an opportunity for meaningful progress and continuity for APSA members. With a formalized structure to improve the relationship, the University remains committed to working with APSA to determine whether longstanding concerns can be addressed successfully within the current Basic Agreement framework. If agreed to by APSA, this work will include a relationship assessment, facilitated discussions and development of an improvement plan.
We recognize that this process has been difficult and that trust has been challenged. While the University and APSA may not agree on every issue, we are committed to engaging respectfully, listening carefully, and working toward practical solutions that support APSA members and the long-term success of the University.
Many of you have reached out with questions to better understand this issue. We thank you for your patience while we have determined the university鈥檚 decision, and we will look to organize some information sessions later this month.
We remain committed to keeping employees informed and providing opportunities for questions and feedback.
What Happens Next
As shared previously, existing arrangements remain unchanged.
The University will provide an update once APSA has communicated its decision. If APSA accepts the offer, the Basic Agreement will continue until December 31, 2027. If APSA chooses not to accept the offer by the expiry, the Basic Agreement will expire on December 31, 2026, and the University will provide information about next steps and available supports.
SFU鈥檚 primary objective during the extension period is to work with APSA to strengthen the relationship and determine whether the university鈥檚 concerns can be successfully resolved under the current Basic Agreement in a way that is clear, effective and sustainable for both the university as well as a positive employee experience for our administrative and professional staff.
The University remains committed to respectful dialogue, open communication and constructive engagement with APSA and we will continue to work in good faith to strengthen the relationship and advance solutions that support both employees and the institution.
Sincerely,
Yabome Gilpin-Jackson, PhD
Vice-President, People, Equity, Inclusion
