APSA Basic Agreement FAQs

November 02, 2026

This webpage was last updated on Monday, November 2 at 2:30 pm.

These FAQs have been prepared for APSA members, their supervisors and the University community more broadly to support the announcement about 51猎奇入口offering APSA a leadership a one-year extension of the current Basic Agreement terms, while pursuing work informed by the mediator's recommendations in relationship enhancement and alternative dispute resolution.

Why a one year extension? Why didn't the University simply renew the Basic Agreement for a longer term?

The Board concluded that maintaining the current Basic Agreement for the next year while creating dedicated time for relationship enhancement offers the best opportunity to address concerns raised by both parties. The extension is in accordance with Section 13 of the current Basic Agreement. The one-year extension maintains stability while providing additional time for the University and APSA to focus on improving the relationship and to determine whether existing concerns can be successfully resolved while operating under the current Basic Agreement in a way that is clear, effective and sustainable for both the university as well as a positive employee experience for our administrative and professional staff.

How does the Board's decision relate to the mediator's recommendations?

The Board carefully considered the mediator's recommendations and feedback from all parties. The decision incorporates key elements related to relationship enhancement and alternative dispute resolution while also providing additional time through a one-year extension of the Basic Agreement.

Did the Board consider feedback from APSA and APSA members?

The Board was aware of APSA鈥檚 recommendation for the mediator鈥檚 Option 2, as well as the membership vote for that option. In written communication, many members also expressed a desire for greater stability, certainty and an opportunity to improve the relationship before further changes were considered. In making this decision, the Board weighed input from all impacted parties, including the mediator's recommendations, submissions from APSA, the University, and correspondence received.

Why weren't APSA employees consulted directly?

The University recognizes and values the contributions of APSA employees. The discussions leading to this decision took place through the established negotiation and mediation processes involving APSA leadership and the University. The extension provides additional opportunity for ongoing dialogue and engagement moving forward.

The mediator observed a positive relationship between 51猎奇入口and APSA in the Joint University Association Committee (JUAC) proceedings. Why does the University still believe relationship improvements are necessary?

The University's assessment of the relationship extends beyond any single committee or process. The Basic Agreement outlines its purpose in support of a harmonious and collaborative relationship between the parties. There are broader challenges within the relationship that both parties would benefit from addressing.

A strong university depends on a thriving workforce. The university's goal is not to balance institutional priorities against employee interests, but to advance both together. 51猎奇入口has a responsibility to consider the interests of employees, students, faculty, research priorities, public accountability, and long-term financial sustainability in any decision. These considerations can sometimes create difficult decisions, but they are made with the goal of protecting the institution's future and the community it serves.

Partnership does not mean that every issue will be viewed the same way. It means that differing perspectives are heard, considered, and addressed through established processes and ongoing dialogue. The Board's decision reflects the view that while there are examples of constructive collaboration, there are also concrete indications that there is a need to improve the broader relationship and address longstanding structural issues. The one-year extension is intended to create time and space to determine whether meaningful progress can be made before further decisions about the framework are considered.

Is the University trying to eliminate APSA?

APSA remains the representative organization for its members under the extended Basic Agreement. The University's focus is on addressing longstanding structural issues and strengthening the relationship framework.

Are employees losing rights or protections?

APSA employees have no changes to their rights, protections or changes to the terms and conditions of employment.

As shared previously, employees continue to be protected through their employment relationship with the University, including applicable employment law, University policies and employment agreements. In addition, the Basic Agreement remains in effect throughout the extension period.

What's the benefit of the extension for APSA employees?

APSA members retain the continuity of APSA representation while discussions continue. The extension provides additional opportunity to address issues that have been the subject of negotiations.

In the event that the parties cannot restore the relationship and the Basic Agreement expires at some point in the future, APSA members can be assured that their terms and conditions of employment will continue to be protected through their employment relationship with the University, including applicable employment law, University policies and employment agreements.

What happens next?

If agreed to by APSA, the University and APSA will continue operating under the extended Basic Agreement while pursuing relationship enhancement initiatives and alternative dispute resolution options. The University will provide updates as additional information becomes available.
